On Tuesday March 16, Councilmember Eduardo Martinez and I will be proposing a Council vote to reconsider the Safe Parking Program Pilot. I wanted to take this opportunity to notify my district as to the reasons I will be taking this direction.

First, I want to emphasize that I have heard all of your concerns. I am particularly sympathetic to the feelings many Richmond residents have of not being aware of this proposal prior to the City Council vote on Feb. 23, 2021. As a community organizer who genuinely values community consensus and collaborative planning, I have also felt that this proposal was too rushed and vague for my personal comfort. On the one hand, I felt pained at the thought of losing the County grant, and I wanted to honor the hard work done by Michelle Milam and the Homeless Task Force, as well as Lina Velasco and the Community Development team. On the other hand, I want to honor the concerns of my constituents. There must be trust between us.

Second, I want to be honest about my deeper concerns with the Safe Parking Pilot Program. That we have Richmond residents who do not have permanent shelter and, more often, no shelter at all, is an unbearable reality that we must do everything we can to rectify. This fact feels all the more unacceptable as I write this to you all, in the middle of our winter rain and low temperatures. Rather, I believe the Safe Parking Pilot Program is not ambitious enough: I owe our unhoused neighbors a plan that is robust, wide-ranging, and well-funded. This undertaking is one of my priorities now and in the future also. 

With the guidance of Supervisor Gioia and county staff, Councilmember Martinez and I are now proposing a more direct approach that doesn’t simply shift vehicle dwellers around Richmond, but rather focuses on a plan to move people out of RVs into more stable and longer-term housing. This proposal uses HEAP and City funding to more effectively manage existing RV sites by increasing security and health measures. This work will happen alongside both the RV residents and the East Bay Housing Consortium (EBHC), which has extensive experience in this area. Moreover, as individuals move away from the Rydin Rd. site, efforts would be taken to prevent new RVs from replacing them so that the RV encampment decreases in size over time. Best of all, the County has stepped forward with a number of new housing options that were not on the table when we took our vote last month, which Supervisor John Gioia will be presenting at Tuesday’s meeting. 

I am hoping that the Mayor and City Council will agree to my proposal: that we unite with County Supervisor John Gioia and City Staff to create an ad hoc committee. This working group will have the short-term goal of defining alternative uses for the County HEAP grant that will substantially benefit our unhoused community. The task force’s mandate will be to immediately develop a plan for our unhoused community that all of Richmond can be proud of. 

The Safe Parking Pilot Program has spurred a wide-ranging, passionate community conversation. Some of it has felt incredibly uplifting and promising, while other parts have been contentious and worrisome. I want to be frank in saying that I am committed to not hiding away our unhoused neighbors in a remote part of Richmond. Academic research and on-the-ground voices are clear in this  regard: like the rest of us, vulnerable communities need ready access to their essential daily needs.

I know it has been a tense, anxiety-inducing, and confusing few weeks. I am grateful that so many, whether supportive of or apprehensive about the Civic Center location, have offered their skills and commitment to the City in making the Safe Parking Pilot Program work. My hope is twofold: that this proposal indicates that I am operating in good faith with all of my constituents, and to convey my sincere commitment in providing a comprehensive, equitable program for the unhoused. I will reiterate what I’ve said before-- many of us have been, or currently are, just a few bad breaks away from being unhoused. 

Finally, I want to thank Michelle Milam and the Homeless Task Force for their impressive work, as well as Jan Mignone for organizing the Richmond Neighborhood Coordinating Council (RNCC) meeting this past Monday, March 8. As this new iteration of City Council finds its bearings, the work of such selfless contributors makes all the difference.

Esta tarea es una de mis prioridades ahora y también en el futuro.

Con la orientación del supervisor Gioia y el personal del condado, el concejal Martínez y yo ahora estamos proponiendo un enfoque más directo que no simplemente traslade a los habitantes de los vehículos por Richmond, sino que se centra en un plan para trasladar a las personas que están estacionadas o en campamentos  a lugares más estables y que provean vivienda al largo plazo. Algunas de ellas se han sentido increíblemente alentadoras y prometedoras, mientras que otras  han sido polémicas y preocupantes. Quiero ser franca al decir que estoy comprometida a no esconder a nuestros vecinos sin vivienda en una parte remota de Richmond. La investigación académica y las voces sobre el tema son claras a este respecto: como el resto de nosotros, las comunidades vulnerables necesitan un acceso rápido a sus necesidades diarias esenciales.

Sé que han sido unas semanas tensas, angustiosas y confusas. Estoy agradecida de que tantos, ya sea que apoyen o temen la ubicación del Centro Cívico, hayan ofrecido sus habilidades y compromiso a la Ciudad para hacer que el Programa Piloto de Estacionamiento Seguro funcione. Mi esperanza es: que esta propuesta indique que estoy actuando de buena fe con todos mis electores y transmitir mi compromiso sincero de proporcionar un programa integral y equitativo para los que no tienen vivienda. Reiteraré lo que he dicho antes: muchos de nosotros hemos estado, o  estamos actualmente, a pocos pasos de estar sin casa.
