Greetings District 6 residents,

Happy 2023 to you and your loved ones. Here are some highlights of issues coming up in City Council meetings and otherwise relevant to the community.

Feliz 2023 para ti y tus seres queridos. En este email les comparto algunos de los temas destacados en las reuniones del Concejo Municipal que son relevantes para nuestra comunidad.

This last year brought some challenges to our city, such as a deepening housing crisis which has increased the number of unhoused Richmond residents, and understaffing across city departments. 

Here are a sample of successes we experienced this year, all of which were made possible by the City of Richmond’s hardworking staff:

• Sunsetted the SWAP agreements and refinanced $154 million in City debt (more detail on this will be provided in a subsequent newsletter)
• Prioritized filling vacancies city-wide, and hired multiple positions including but not limited to: Deputy City Manager, Director of Public Works, Deputy Director of Public Works, Housing Manager, Planning Manager and Richmond Housing Authority Property Manager and 17 new police department employees.
• Adopted a balanced budget on June 21, 2022, for Fiscal Year (FY) 2022-2023 and Five-Year Capital Improvement Plan (CIP) Budget
• The Office of Neighborhood Safety was awarded $6 million from the Board of State and Community Corrections California Violence Intervention and Prevention Grant and completed its 7th cohort of the 18-month Operation Peacemaker Fellowship.
• Abatement increased the number of free Neighborhood Dumpster Days and collected a total of approximately 400 tons of debris, assisted 660 seniors and disabled residents by removing 270 tons of debris for free from their homes during the Neighborhood Dumpster Days, and removed weeds from 72 locations to reduce fire risks.
• Streets Maintenance poured over 11,000 tons of asphalt, filled over 700 potholes throughout the city, and managed SB-1 projects to repair San Pablo Avenue from City limits to I-80.

2022 was also an election year, which brought out some contentious conversations in the public. I’d like to congratulate Richmond’s newly elected Mayor Eduardo Martinez, District 2 council member Cesar Zepeda, District 3 council member Doria Robinson and District 4 council member Soheila Bana. The City of Richmond’s swearing in ceremony will occur today, Tue. Jan. 10 at 5pm via Zoom, details here. I’m feeling hopeful that this new cohort can shift some of the challenging dynamics of the previous council and that we will be able to work together, even across political differences. 

This year reflects the first time that each part of the city will have district representation, after beginning the transition from at large to district representatives a few years ago. While each of us are accountable to the entire city, we also have the needs of our specific districts in mind. For me, that means attunement to North and East and Richmond Heights. Some of my priorities include:

• Ensuring the intersections and corridors in District 6 identified as having safety risks in recent traffic studies are included in upcoming improvements
• Supporting other infrastructure and resource improvements, such as to our local parks 
• Investing in youth, including youth employment, education and recreation opportunities
• Expanding and deepening supports for unhoused residents

On a personal note, 2022 was bookmarked by the loss of two comrades this year, both activists in Richmond.

In January, Mike Parker passed away at the age of 81. From a young age, Mike was involved in and led many different battles for social justice like the Free Speech Movement and the Student Peace Movement, among others. He made invaluable contributions to the labor movement and wrote several books and articles about union organizing. In Richmond, he was a leader in the Richmond Progressive Alliance. Mike was a mentor and friend to me, and his absence is felt deeply. 

In December, Kabir Kapur passed away at the age of 30. Kabir was a friend to many, and active in the East Bay progressive movement.

Este último año trajo algunos desafíos a nuestra ciudad, como una crisis de vivienda cada vez más profunda que ha aumentado la cantidad de residentes de Richmond sin vivienda y la falta de personal en todos los departamentos de la ciudad. Aquí hay una muestra de los éxitos que experimentamos este año, todos los cuales fueron posibles gracias al arduo personal de la Ciudad de Richmond:

• poner fin a los SWAP y refinanciar $ 154 millones en deuda de la ciudad (más detalles en el futuro)
• Prioricé cubrir las vacantes en toda la ciudad y contraté varios puestos, incluidos, entre otros: administrador municipal adjunto, director de obras públicas, director adjunto de obras públicas, gerente de vivienda, gerente de planificación y administrador de propiedades de la autoridad de vivienda de Richmond y 17 nuevos empleados del departamento de policía.

2022 también fue un año electoral, lo que provocó algunas conversaciones polémicas en el público. Tengo la esperanza de que esta nueva cohorte pueda cambiar algunas de las dinámicas desafiantes del consejo anterior y que podamos trabajar juntos, incluso a pesar de las diferencias políticas.

Este año refleja la primera vez que cada parte de la ciudad tendrá representación distrital, luego de comenzar la transición de representantes generales a distritos hace algunos años. Si bien cada uno de nosotros es responsable ante toda la ciudad, también tenemos en mente las necesidades de nuestros distritos específicos. Para mí, eso significa estar en sintonía con North and East y Richmond Heights. Algunas de mis prioridades incluyen:

• Garantizar que las intersecciones y corredores en el Distrito 6 identificados como riesgos de seguridad en estudios de tráfico recientes se incluyan en las próximas mejoras.
• Apoyar otras mejoras de infraestructura y recursos, como en nuestros parques locales.
• Invertir en la juventud, incluidas las oportunidades de empleo, educación y recreación para jóvenes
• Ampliar y profundizar los apoyos para los residentes sin vivienda

En una nota personal, 2022 estuvo marcado por la pérdida de dos camaradas este año, ambos activistas en Richmond.

En enero, Mike Parker falleció a la edad de 81 años. Desde muy joven, Mike participó y lideró muchas batallas diferentes por la justicia social, como el Movimiento por la Libertad de Expresión y el Movimiento Estudiantil por la Paz, entre otros. FPPC Complaint Outcome

I am proud to report that the unfounded complaint Mayor Butt filed against me to the California Fair Political Practices Commission (FPPC) in October has been dismissed. The complaint asserted that I had accepted and failed to report a gift that I shouldn't have accepted. He insinuated that there was corruption involved around the Point Molate vote. 

What was the gift? Last May, when our house on 37th St was about to begin being remodeled (new kitchen and a 2nd bathroom!), some retired friends of ours who live in Pt. Richmond offered to let us stay in their house while the work was done- they were already planning on being away for five months.

Unfortunately, I needed to retain a lawyer to respond to Mayor Butt’s complaint. Fortunately, after thorough review of the complaint and evidence the FPPC responded stating they “will not pursue an enforcement action in this matter. The gift rules contain various exceptions, one of which relates to gifts between friends in existing personal relationships, which applies to the circumstances…submitted.”

There have also been allegations that staying outside my district rendered me unable to serve as District 6 council member, however this has also been deemed legally meritless by our City Attorney given the length of time. 

My family is happily settling back into our home, and I’m pleased to have the stress and financial burden of Mayor Butt’s allegations behind me.

Resultado de la queja de la FPPC

Me enorgullece informar que la queja que el alcalde Butt presentó en mi contra ante la Comisión de Prácticas Políticas Justas de California (FPPC) en octubre se resolvió. La queja afirmaba que había aceptado y no reporté un regalo que no debería haber aceptado. Insinuó que hubo corrupción en torno a la votación de Point Molate.

¿Cuál fue el regalo? En mayo pasado, cuando nuestra casa en la calle 37 estaba a punto de comenzar a ser remodelada (¡cocina nueva y un segundo baño!), algunos amigos nuestros jubilados que viven en Pt. Richmond se ofrecieron a dejarnos quedarnos en su casa mientras se hacía el trabajo; ya estaban planeando estar fuera durante cinco meses.

Desafortunadamente, necesite contratar a un abogado para responder a la queja del alcalde Butt. Afortunadamente, después de una revisión minuciosa de la denuncia y las pruebas, la FPPC respondió afirmando que “no emprenderán una acción de cumplimiento en este asunto. Las reglas sobre obsequios contienen varias excepciones, una de las cuales se relaciona con los obsequios entre amigos en las relaciones personales existentes, lo que se aplica a las circunstancias... presentadas”.

También ha habido denuncias de que permanecer fuera de mi distrito me impidió servir como miembro del concejo del Distrito 6, sin embargo, el Abogado de la Ciudad también ha considerado que esto no tiene mérito legalmente debido a la duración del tiempo.

Mi familia se está acomodando felizmente en nuestra casa, y me complace haber dejado atrás el estrés y la carga financiera de las acusaciones del alcalde Butt.

ARPA

The City of Richmond received approximately $27.7 million in ARPA funds. To-date, City Council approved spending approximately $16.2 million. The largest investments (greater than $1 million) were:

• Recovery of Lost Revenue
• HVAC Improvements at the Library, Nevin Community Center, Recreation Complex and Richmond Museum. 
• Essential updates to the North Richmond Pump Station
• Investment into the Nevin Housing Project

Approximately $11.5 in ARPA funds remain. The City entered into a contract with HR&A (subcontract with Contigo) to conduct a Community Needs Assessment (CNA) and develop a Strategic Investment Plan (SIP) to help Council determine how to spend remaining ARPA funds. Staff plans to present the draft CNA and draft SIP to Council in late January or February 2023.

La ciudad de Richmond recibió aproximadamente $27,7 millones en fondos ARPA. Hasta la fecha, el Concejo Municipal aprobó gastar aproximadamente $16.2 millones. Las mayores inversiones (más de $ 1 millón) fueron:

• Recuperación de ingresos perdidos

Street Safety Measures

On Dec. 20, 2022 Councilmember McLaughlin and I met with the new Public Works Director Daniel Chavarria and other staff from the public works and police department to talk about long term approaches to improve street safety in Richmond, including education, enforcement and engineering solutions. Street safety is a critical component of public safety. I am so excited about the interdepartmental collaboration that our city staff has been doing.

On Sunday January 1, 2023 I participated in a kid friendly bike ride and park tour organized by North and East residents. Thank you to the organizers for coordinating this fun community event! I enjoyed talking with neighbors and being part of an event that was healthy and safe for kids.
